Is Online Gambling Legal in Oman?
No. Omani law treats gambling as games where chance outweighs skill, and the Penal Code issued by Royal Decree 7/2018 punishes both the people who set up or run gambling and the people who take part, with prison terms and fines in rials. In every case, the gambling equipment and the money used are confiscated. Oman has no gambling regulator and licenses no casino or betting operator, so no form of online gambling has a legal route in the country.

The Royal Oman Police regularly announce gambling arrests, nearly always of groups found playing together. In October 2026, police in the Muscat Governorate arrested 13 Asian nationals for illegal gambling in Al Amerat. In September 2023, nine expatriates were arrested at a residence in the Wilayat of Izki, with a large amount of cash and a gambling machine seized. Earlier cases include 25 people caught gambling in Al Buraimi Governorate in May 2022 and 14 expatriates arrested in the Wilayat of Barka in August 2021. In each case, the police statement said legal proceedings were being completed.

Oman has no casinos. The change in the region has come from the United Arab Emirates, which set up a commercial gaming regulator in 2023 and granted its first gaming licence in October 2024 for Wynn Al Marjan Island in Ras Al Khaimah, due to open in early 2027.
