Kuwait has no licensed casinos, so the online casinos in Kuwait on this list are international sites, licensed abroad, that take players from Kuwait. Every card names the casino’s licence and shows its welcome offer and bonus terms, which puts the offers side by side in one place.

Kuwaiti law is firmly against gambling. Article 205 of the Penal Code punishes gambling in a public place with up to three months in prison or a fine, rising to a year for a repeat offence, and Kuwaiti lawyers read it as covering online betting too. Police have also pursued online gambling networks under the money laundering and cybercrime laws. This page covers the law, recent enforcement, how overseas casinos and their welcome offers work, payments in dinars, and the wider Gulf picture.

Is Online Gambling Legal in Kuwait?

No. Kuwait’s Penal Code, Law No. 16 of 1960, defines a gambling game as any game in which winning or losing depends on chance rather than on factors that can be identified and controlled in advance, and Article 205 punishes it. Gambling in a public place carries up to three months in prison, a fine of up to 37 dinars and 500 fils, or either. A repeat offence within a year of a conviction carries up to one year and a fine of up to 75 dinars. Anyone who runs a public gambling place, or helps organise or supervise the games or prepare their equipment, faces up to two years and a fine of up to 150 dinars.

The article predates the internet, but Kuwaiti lawyers consider online betting, such as wagers on football results, to fall under the same gambling provisions. Kuwait has no gambling regulator, no state lottery and no licensed betting, and lotteries are treated as gambling because their outcome depends on luck.

Money Laundering and Cybercrime Laws

Two newer laws give the authorities more reach online. Law No. 106 of 2013 on Anti-Money Laundering and Counter-Terrorism Financing punishes converting or transferring funds to hide their illegal source with up to ten years in prison and a fine of between half and the full value of the funds. Cybercrime Law No. 63 of 2015 applies similar prison terms, with fines of 20,000 to 50,000 dinars, to laundering or illegal transfers carried out over the internet, including with digital currencies. Kuwaiti legal commentary notes that transferring winnings from a casino abroad into a Kuwaiti account can fall under these provisions.

How Kuwait Enforces Its Gambling Ban Online

Kuwait’s Ministry of Interior has made online gambling a target. In July 2025 the Anti-Cybercrime Department arrested a Kuwaiti citizen who used Snapchat accounts and private groups to sell gambling with promised profits. In September 2025 police arrested seven people linked to an online gambling network and traced KD 153,837, which had been moved into the country in transfers of KD 25,000 or less and passed through front businesses such as trading companies, delivery services, salons and perfume shops. In November 2025 the General Directorate for Combating Terrorism and Money Laundering arrested a gang running a gambling website that hid its proceeds in the accounts of a medical clinic and commercial companies before sending money abroad.

The ministry has warned that engaging with illegal gambling websites or taking part in their activities is a criminal offence, and it asks the public to report suspicious accounts.

How International Online Casinos Work for Players in Kuwait

Each casino on the list holds a licence from a regulator outside Kuwait, and that licence sets the identity checks, the withdrawal limits and the authority a player can turn to in a dispute. Kuwait has no regulator for online casinos, so the overseas licence is the only oversight that applies, and the main regulators are profiled in our casino licence guide.

Some international casinos restrict Kuwait in their terms or block certain game providers there, and an account opened from a restricted country can lose its winnings at withdrawal. A casino’s overseas licence is weighed against a local one in licensed versus offshore casinos.

Casino Bonuses for Players in Kuwait

Welcome offers on the cards are priced in euros. The Kuwaiti dinar is among the highest-valued currencies in the world, so a bonus that looks large in euros converts into a small number of dinars, and the exchange rate on the day of deposit decides the exact figure. The rollover shows the play required: a KD 50 bonus at 35x means KD 1,750 of bets before it becomes withdrawable. Slots usually count in full, while live and table games count for less or nothing, and free spin winnings often carry their own rollover and cap. Offers open to Kuwait are on our page of Kuwait casino bonuses.

Payments in Kuwaiti Dinars

Because one dinar buys several euros or dollars, conversion fees on deposits and withdrawals add up quickly, and a small percentage on a KD 500 withdrawal is a noticeable sum. International casinos set their own payment options, from cards and e-wallets to cryptocurrency, and each casino’s methods appear on its card and in our payment methods guide. Kuwaiti investigators have traced gambling money through bank transfers and front companies in recent cases.

Do You Pay Tax on Gambling Winnings in Kuwait?

Kuwait does not levy personal income tax on individuals, so there is no tax return in which winnings would be declared. The legal question for a player is not tax but the source of the money: Kuwaiti lawyers point out that bringing gambling winnings from abroad into the country can be treated under the anti-money laundering law. For the rules in countries with licensed markets, see how casino winnings are taxed around the world.

Casinos in Kuwait and the Gulf

Kuwait has never had a legal casino. The change in the region has come from the United Arab Emirates, which created a commercial gaming regulator in 2023 and awarded its first gaming licence in October 2024 to Wynn Al Marjan Island in Ras Al Khaimah, due to open in early 2027. Kuwait has given no sign of following.

A Short History of Gambling Law in Kuwait

Kuwait’s Penal Code was issued as Law No. 16 of 1960, the year before independence, and its gambling article has stayed in place since, with fines set in dinars and fils. As money and gambling moved online, Kuwait added the 2013 anti-money laundering law and the 2015 cybercrime law, and enforcement since then has focused on the networks that move gambling money and the people who promote gambling on social media.

Responsible Gambling and Help in Kuwait

Kuwait has no gambling helpline or self-exclusion register, since it has no legal gambling market. Anyone struggling with gambling or gambling debts can speak to a doctor or a mental health professional, and family members can seek advice too. At an international casino, set your own limits in the account: spending caps, a break from play or a full block on the account, ideally before the first deposit. Kuwait’s position can be compared with countries that run national registers in self-exclusion registers explained.

The Future of Online Gambling in Kuwait

Kuwait shows no sign of licensing gambling, and the direction is toward tighter enforcement through the money laundering and cybercrime laws. Across the Gulf the approaches are diverging, with the UAE licensing a casino resort while Bahrain keeps a full ban; our pages on online casinos in Bahrain and online casinos in the United Arab Emirates cover both.

No. Gambling is banned under Article 205 of the Penal Code, and Kuwait licenses no casinos, lotteries or betting sites.

Some casinos licensed abroad take players from Kuwait, with the licensing authority shown on every card. Kuwaiti law bans gambling, and Kuwaiti lawyers consider online betting to be covered.

Up to three months in prison or a fine of up to KD 37.500 for gambling in a public place, and up to a year for a repeat offence. Running a gambling place carries up to two years.

Kuwaiti lawyers note that transferring gambling winnings from abroad into a Kuwaiti account can fall under the anti-money laundering law, which carries up to ten years in prison.

No. Kuwait has no state lottery, and lotteries count as gambling under Kuwaiti law because the result depends on luck.

Kuwait levies no personal income tax, so there is no income tax on winnings. Gambling itself remains illegal.

No. The nearest licensed casino project in the Gulf is Wynn Al Marjan Island in the UAE, due to open in early 2027.

You bet the bonus a set number of times before it can be withdrawn. A KD 50 bonus at 35x needs KD 1,750 of bets.

There is no national gambling helpline. Talk to a doctor or mental health professional, and use the limits and self-exclusion on your casino account.
