Is Online Gambling Legal in Indonesia?
No. Indonesia has prohibited every form of gambling nationally since Law No. 7 of 1974 on the Control of Gambling, and no authority licenses online casinos, betting sites or lotteries for money. The new Criminal Code, Law No. 1 of 2023, came into force on 2 January 2026 and now carries the main gambling offences.
Article 426 covers anyone who offers gambling without a permit as a livelihood or takes part in a gambling business, with up to nine years in prison or a fine of up to Rp2 billion. Article 427 covers players who use a gambling opportunity offered without a permit, with up to three years in prison or a fine of up to Rp50 million. These replace Articles 303 and 303 bis of the old code. Indonesian legal commentary notes that the law does not distinguish by who runs the site, so playing at a foreign-run casino from inside Indonesia falls under the same article.
Online gambling content is also covered by the Electronic Information and Transactions Law (UU ITE). Article 27(2), as amended in 2024, prohibits distributing, transmitting or making accessible electronic content that contains gambling, with up to ten years in prison or a fine of up to Rp10 billion under Article 45(3).
How Indonesia Blocks Judi Online
Judi online, often shortened to judol, is one of the government’s main digital enforcement targets. The Ministry of Communication and Digital Affairs (Komdigi) cut access to about 3.45 million online gambling sites between 20 October 2024 and 16 May 2026, and asked Instagram, Facebook, TikTok and YouTube to remove more gambling content. The minister told parliament that blocking alone is not enough, and pointed to transfers, payment systems and digital wallets as the next front.
The financial intelligence agency PPATK put the money flowing through online gambling at about Rp286 trillion in 2025, down roughly 30% on the year before. Komdigi also asked the Financial Services Authority (OJK) to block 25,214 bank accounts linked to online gambling in 2025, and the government has reported that around 200,000 Indonesian children have been exposed to online gambling, about 80,000 of them under the age of ten.
QRIS, E-Wallets and Gambling Payments in Indonesia
QRIS, Indonesia’s national QR payment standard, has become a common route for gambling deposits, often through codes registered to small merchants. In October 2026 Bank Indonesia said it would tighten oversight of payment service providers and merchants, require stricter checks on merchant identity and transactions, use a merchant blacklist, and restrict, suspend or revoke the licences of providers found facilitating illegal QRIS transactions. Bank accounts and wallets tied to gambling are being blocked through OJK, and the police track money flows with PPATK.
International casinos set their own deposit and withdrawal options, from cards and e-wallets to cryptocurrency, and each casino’s methods are listed in our guide to casino payment methods. A withdrawal that lands in an account later blocked for gambling links can stay frozen, which is one more reason to keep balances small.
How International Online Casinos Work for Indonesian Players
Each casino on the list is licensed by a regulator outside Indonesia, and that licence sets the parts a player depends on: identity checks, withdrawal limits and the body that hears a complaint. With no Indonesian regulator for online casinos, the overseas licence is the only supervision there is, and our guide to online casino licences compares what the main regulators ask of operators.
Two things in a casino’s terms matter most from Indonesia. Many international casinos list Indonesia among their restricted countries or bar it from promotions, and a player registered from a restricted country can lose winnings at withdrawal. And Komdigi blocks sites in large batches, so a casino can stop loading from one day to the next. The broader differences are compared in licensed versus offshore casinos.
Casino Bonuses for Indonesian Players
The welcome offers on these cards are priced in euros, so their value in rupiah moves with the exchange rate on the day of the deposit. The rollover is the figure that shows how much play a bonus demands: a Rp1,000,000 bonus at 35x means Rp35,000,000 of bets before it can be cashed out. Slots normally count in full toward that total, while live tables often count for little or nothing, and free spin winnings usually carry their own rollover and a cap on what they can pay. Some international casinos accept Indonesian players but exclude Indonesia from their promotions, so a casino can appear without a bonus. Offers open to Indonesia are gathered on our page of Indonesia casino bonuses.
Do You Pay Tax on Gambling Winnings in Indonesia?
Gambling is illegal in Indonesia, so there is no legal category of casino winnings to declare. The tax that does exist applies to prizes from legal lucky draws, hadiah undian, which are subject to a final income tax withheld by the organiser. The practical risk for online winnings is different: accounts linked to gambling can be blocked, and police have seized funds from receiving accounts in gambling cases. How countries with legal markets treat a win is compared in our guide to tax on casino winnings.
Casinos in Indonesia: Jakarta’s Legal Casino Years
Indonesia once had legal casinos. Jakarta Governor Ali Sadikin, in office from 1966 to 1977, legalised gambling to fund the city, and the first casino opened in Petak Sembilan, Glodok, on 21 September 1967, followed later by a casino in Ancol. The revenue went into roads, street lighting, schools, a hospital and cultural buildings. Legal gambling in Jakarta ended in 1974, when Law No. 7 of 1974 banned gambling nationwide, and Indonesia has had no legal casino since.
A Short History of Gambling Law in Indonesia
After the 1974 ban, gambling returned briefly in the form of state-backed sports and charity lotteries. The Porkas football coupon launched in December 1985 to fund sport, was renamed in 1987, and sales stopped in 1989. The SDSB charity lottery that followed ended in 1993, when the government revoked its permit after public protests. Since then the ban has been total, and enforcement has shifted online: under the UU ITE from 2008, through the 2024 amendment, and now under the new Criminal Code from 2026.
Responsible Gambling and Help in Indonesia
Indonesia has no gambling helpline or self-exclusion register, since there is no legal market to attach them to. The government’s own campaigns focus on families and children, encouraging people to watch for warning signs in those around them. Anyone struggling with gambling or gambling debts should talk to a doctor, a psychologist or a trusted person, and the deposit limits and self-exclusion on a casino account can be switched on before the first deposit. Countries with licensed markets add a national layer, described on our page about national self-exclusion registers.
The Future of Online Gambling in Indonesia
Every sign points to tighter enforcement: the new Criminal Code, millions of blocked sites, account blocking through OJK and Bank Indonesia’s move against QRIS misuse. Neighbouring countries have taken different routes. The Philippines licenses gaming through PAGCOR, while Bangladesh passed a sweeping anti-gambling law in 2026; our pages on online casinos in the Philippines and online casinos in Bangladesh cover both approaches.
