Is Online Gambling Legal in Bangladesh?
No. Parliament passed the Gambling Prevention Bill unanimously at the end of June 2026, it received the assent of President Mohammed Shahabuddin and was gazetted on 1 July 2026. The Act repeals the Public Gambling Act of 1867 and defines 24 categories of gambling-related activity with 14 categories of punishment. The bill was moved by Home Minister Salahuddin Ahmed.
The new law treats online gambling far more severely than gambling in person. Taking part in conventional gambling carries up to two years in prison, a fine of up to Tk 2 lakh, or both. Taking part in online gambling or betting carries up to five years, a fine of up to Tk 1 crore, or both, and running online gambling platforms carries heavier penalties still, up to seven years in prison. The Act covers online casino games, sports betting, virtual casinos and gambling through VPNs, and a separate amendment repealed Section 20 of the Cyber Security Act, which had dealt with online gambling until then.
How the Gambling Prevention Act 2026 Is Enforced
The Act gives police the power to search, seize and block gambling websites and mobile apps without first going to court, a point opposition MPs challenged in the debate over concerns that it could be misused. The home minister argued that waiting for court approval would let gambling sites and evidence disappear. Digital wallets and crypto wallets are defined as gambling equipment, and the authorities can freeze and confiscate bank accounts, wallets, crypto assets and servers linked to gambling. Bangladesh Bank and its Financial Intelligence Unit have roles in enforcement, and an interagency task force is planned.
Enforcement was already rising before the Act. In September 2025 the Cyber Security Ordinance made creating, running or taking part in online gambling punishable by up to two years in prison, a fine of up to Tk 1 crore, or both. The Criminal Investigation Department then led a nationwide crackdown on online gambling and the payment networks behind it.
bKash, Nagad and Gambling Payments in Bangladesh
Mobile financial services sit at the centre of the problem. In November 2025, following an ICT Division directive, Bangladesh Bank wrote to all 13 MFS providers, including bKash and Nagad, telling them to take urgent steps against illegal online gambling transactions: list suspicious accounts, set up a task force, run automated monitoring and open a reporting portal and helpline for gambling complaints. Investigators have since linked large numbers of MFS agents and accounts to betting payments.

How International Online Casinos Work for Bangladeshi Players
Each casino on the list holds its licence from a regulator outside Bangladesh, and that licence governs the parts a player depends on: the identity checks, the withdrawal limits and the authority that hears a dispute. Restricted-country lists in a casino’s terms matter here, because a player registered from a restricted country can lose winnings at withdrawal. Cricket Betting and Online Gambling in Bangladesh
Online betting in Bangladesh grew with cricket, and the Bangladesh Premier League from 2012 onward brought a sharp rise in online sports betting. A 2024 research report estimated about 5 million people were active on gambling sites, a figure the government has also used. Casinos in Bangladesh: The 2019 Club Raids
Bangladesh has no legal casinos, and Article 18(2) of the Constitution directs the state to take effective measures to prevent gambling. That did not stop casinos operating inside sports clubs in Dhaka. In September 2019 the Rapid Action Battalion and police raided several clubs, including the Youngmen’s Club, and seized casino equipment and arrested dozens of people. In the same month a tourism official proposed foreigner-only casino zones in places such as Cox’s Bazar, modelled on Malaysia, but a legal notice argued the plan would breach the Constitution and the 1867 Act, and it went no further.
A Short History of Gambling Law in Bangladesh
For more than 150 years, gambling in Bangladesh was governed by the Public Gambling Act of 1867, a British colonial law written long before the internet. As online betting spread, police turned to cyber and money laundering laws and, from 2025, the Cyber Security Ordinance to fill the gap. The 2019 club raids exposed casinos operating in the capital, and the 2026 Act finally replaced the colonial law with a single statute aimed mainly at online gambling.
