Is Online Gambling Legal in Rwanda?
Yes, under a licence from the Rwanda Development Board. Gaming in Rwanda is governed by Law No. 58/2011 of 31 December 2011, with ministerial orders on licence fees and administrative sanctions, and since 2024 oversight has sat with the Board, which runs it through its National Lottery and Gambling Commission. For more than a year the Board issued no new licences while it reviewed the rules. Rwanda raised its gambling taxes sharply in 2025. Under the tax changes published on 29 May 2025, in force from August 2025, the withholding tax on winnings went from 15% to 25%, charged on net winnings, which is the payout minus the stake. Operators now pay 40% of the amount wagered minus winnings paid, up from 13%, and in return are exempt from corporate income tax. The national lottery is outside the new operator rate.
