Is Online Gambling Legal in Egypt?
No. Egypt has no licence for online casinos, sports betting or poker, and its gambling laws are decades old. Article 352 of the Penal Code penalises anyone who prepares a place for gambling. Law 10 of 1922 covers betting on any game or sport in any form, and it applies to the person placing the bet as well as the bookmaker: betting with a bookmaker can bring up to 15 days in prison and a fine of EGP 10 to 50, while bookmakers and intermediaries face one to three years. Under the Civil Code, gambling and betting contracts are void, so a gambling debt cannot be enforced in an Egyptian court.
The legal exception is for tourists. Law 8 of 2022 limits gambling in licensed hotel and tourist establishments to non-Egyptians, and those casinos operate in foreign currency. Licensed lotteries are the main form of gambling open to Egyptians themselves. Casinos licensed abroad still accept players from Egypt, and the casinos on this page hold licences of that kind.
Egypt’s 2026 Crackdown on Betting Apps
Enforcement stepped up in 2026. In February, the head of parliament’s Communications and Information Technology Committee, Ahmed Badawy, announced that access to online betting sites was being blocked and that laws were being prepared against apps operating outside Egyptian rules. By May he said more than 70 betting sites and apps had been blocked in a few weeks, working with the National Telecom Regulatory Authority and the Supreme Council for Media Regulation. One large betting brand was removed from the App Store and Google Play after complaints from MPs.
Police have also acted against the local networks around the apps. In March 2026 the Ministry of Interior arrested a local agent of a betting app and two associates in Assiut who were said to handle deposits and withdrawals through e-wallets.
The Laws That Are Coming
Two proposals are on the table. The government is drafting amendments to the Cybercrime Law that would explicitly make online betting an offence, with heavy prison terms for organised operators. Separately, a private member’s bill from MP Martha Mahrous would criminalise electronic betting, with prison terms and fines for agents, payment facilitators and operators. Neither had been debated by parliament by mid 2026.
Bonuses and Balances at Offshore Casinos
The welcome offers listed for Egypt are set by casinos licensed abroad, and many of them hold balances in dollars or euros rather than pounds, so a bonus is priced in a currency you then convert. The wagering for each offer sits beside its card, and our page of casino bonuses by country shows how offers differ across the region.
What an Offshore Licence Means From Egypt
With no Egyptian licence, the regulator that matters is the one abroad that licensed the casino, and no Egyptian authority will take up a dispute. Because gambling contracts are void under Egyptian law, an Egyptian court will not help either. What a foreign licence does for a player in a country like Egypt depends entirely on which authority issued it, and every regulator behind the casinos we list is on our page of casinos sorted by licence.
Responsible Gambling in Egypt
Egypt has no gambling self-exclusion scheme, so the tools that work are the ones each casino provides: deposit limits, time outs and self-exclusion on that account. Countries with a national register work differently, and how those national registers work shows what Egypt does not yet have. Members of parliament pushing the new law have described betting among young Egyptians as an addiction problem, and help from a doctor or an addiction service is the place to start if gambling is causing harm.
Paying From Egypt
Egyptian banks have long been reluctant to deal with gambling, and much of the betting traffic the authorities have targeted moved through local agents and e-wallets. Casinos licensed abroad set their own payment options, and which of them take cards, e-wallets or crypto is on our casino payment methods page.
What Egyptian Players Should Weigh Up
For a player in Egypt, the practical questions are the licence on the card, the currency the casino uses, and how quickly it pays out, since a blocked site takes the account with it. With a stricter law promised, the position can change quickly.
