Is Online Gambling Legal in Ecuador?
It depends on the game. In a 2011 referendum, most Ecuadorian voters backed a ban on businesses dedicated to casinos and games of chance, and Decree 873 of September 2011 closed the country’s physical casinos. The Comprehensive Organic Criminal Code (COIP) makes running games of chance and casinos an offence under Article 236, and the Civil Code treats games of chance as illicit contracts. In May 2026 the State Attorney General’s office restated that casinos and games of chance are illicit in Ecuador, and a 2023 regulation says permission for sports forecasting does not extend to casino-type services, whether physical or digital.
Sports betting is the exception. The Organic Law on Sport, Physical Education and Recreation, in force since February 2026, recognised sports forecasting as a lawful, regulated activity, and its regulation, Executive Decree 422 of June 2026, created a licence. Decree 445 of 10 July 2026 confirmed that this licence is the only title that authorises sports forecasting in Ecuador. The regulation also lets the authority block the domains, apps, transactions and payment methods of unlicensed platforms, working with the telecoms regulator ARCOTEL, the Central Bank and the tax authority, and it bars influencers from promoting unlicensed operators, domestic or foreign.
The rules found are aimed at operators and promoters, and no offence for players was found; lawyers disagree on whether Ecuadorian criminal law can reach casinos whose servers are abroad. Casinos licensed in other countries still accept players from Ecuador, and every casino listed here is one of them, but a foreign licence does not change the position under Ecuadorian law.
How Ecuador Licenses Online Sports Betting
The Licencia para Operación de Pronósticos Deportivos runs for up to five years and costs 655 unified basic salaries a year, USD 315,710 in 2026, paid in the first 20 days of each licence year. Operators must be domiciled in Ecuador through a branch or local company, register with the financial intelligence unit UAFE, hold player funds in a dedicated account at an Ecuadorian bank, post a guarantee, certify their platform with an authorised laboratory, and verify every player’s identity and age. Existing operators had until 11 September 2026 to apply, and the Ministry of Education, Sport and Culture set out the licensing procedure in October 2026.
The rules also protect the integrity of sport: directors, athletes, referees, coaches and their relatives may not bet, and clubs and athletes may not take sponsorship from unlicensed platforms.
Betting Limits at Ecuador’s Licensed Sites
Licensed sports betting sites must apply limits that depend on how you pay:
| Payment method |
Per bet |
Per day |
Per month |
| Bank transfer or debit card |
USD 1,000 |
USD 1,700 |
USD 19,500 |
| Credit or prepaid card |
USD 350 |
USD 550 |
USD 6,100 |
| Cash at physical outlets |
USD 500 |
USD 5,000 |
USD 9,900 |
These limits apply to Ecuadorian licensed sportsbooks. A casino licensed abroad sets its own deposit and bet limits, which are shown in its terms.
Tax on Gambling Winnings in Ecuador
Licensed betting operators withhold 15% at source on prizes and pay it to the tax authority, the SRI, and winnings also belong in your annual income tax return. Operators pay their own single income tax of 15%, in force since 2024, and since April 2026 the SRI has applied 15% VAT to sports betting, sports forecasting and online gaming services according to whether the user is in Ecuador, wherever the platform is based. For comparison, how other countries tax gambling winnings covers the rules elsewhere.
Paying in US Dollars From Ecuador
Dollarisation is the biggest practical advantage Ecuadorian players have. A casino that holds your balance in US dollars takes deposits and pays withdrawals with no exchange spread, and bonus amounts mean exactly what they say. International casinos choose their own payment methods, often cards, e-wallets and bank transfers, and the deposit and withdrawal options at each casino show which ones work for you.
What an Offshore Licence Means From Ecuador
An offshore casino is overseen by the authority on its card, and no Ecuadorian body will take up a complaint about it. How much a foreign licence protects an Ecuadorian player varies with the regulator that issued it, and our casinos by licence page sorts every casino we list by its regulator.
Responsible Gambling in Ecuador
Ecuador’s new rules put responsible gambling into the licence: licensed platforms must offer self-exclusion, deposit or participation limits and risk alerts, show session time and responsible gaming messages on screen, monitor play for signs of risk and run a complaints service around the clock. Accounts of minors must be closed and their prizes are not paid. At a casino licensed abroad, the same kind of tools sit in your own account settings, and setting them before you play is the simplest protection. National self-exclusion registers in other countries show how one request can cover every licensed site.
What Ecuadorian Players Should Weigh Up
For anyone in Ecuador, the starting point is the law in the legal section above: sports betting is now licensed at home, casino games are not. For casino play at an international site, the practical points are the regulator on the card, a US dollar balance, the withdrawal route and the wagering on the bonus. Neighbouring Peru licenses online casinos as well as betting, and the online casinos in Peru page shows how a fully regulated market works.
