Is Online Gambling Legal in Costa Rica?
Costa Rica has no licensing regime for online gambling. Law 8718 of 2009 gives the Junta de Protección Social (JPS) exclusive charge of lotteries, sports betting, video lotteries and other games of chance, casinos excepted, and the Lotteries Law of 1994 makes it the sole lottery administrator. The JPS sells lottery tickets online but has granted no concession for online sports betting or online casino games. Land-based casinos are a separate world: they operate in hotels of four stars or more and are licensed by the Ministry of Public Security.
The laws in force are aimed at operators and sellers, and no offence for a player who joins an international casino was found in them. Casinos licensed abroad accept Costa Rican players, and those are the casinos on this page.
Why So Many Betting Companies Are Based in Costa Rica
Costa Rica is well known in the industry as a base for companies that run betting operations for customers in other countries. Law 9050 of 2012 taxes them as electronic betting call and data-processing companies, by headcount rather than by revenue: 57 base salaries a year for up to 50 employees, 85 for 51 to 99, and 113 for 100 or more. Land-based casinos pay 10% of net income plus a monthly charge per table and per slot machine.
That law taxes these businesses but does not authorise any gambling, which is why a company can work from San José without holding a Costa Rican gambling licence. For a player, the point is simple: no Costa Rican regulator stands behind an online casino, wherever its staff are.
The JPS Push to Regulate Digital Gambling
The JPS says the legal framework has gone more than fifty years without substantial change and leaves gaps that illegal operators exploit, particularly online. Bill 25.057, filed in June 2025, would extend regulation to digital platforms, apps and electronic systems, require an enabling licence for operators and toughen sanctions on illegal lotteries, sports betting and electronic games.
Its progress has been uneven. The Security and Narcotrafficking Committee approved a substitute text in November 2025, but in January 2026 the same committee voted against the bill, five to three, and it went to the full Legislative Assembly with a negative majority report. The plenary can still revive it. Until a law passes, the current framework stays as it is.
Casino Payment Methods in Costa Rica
Costa Ricans pay each other instantly through SINPE Móvil, and dollars circulate alongside colones in everyday life. International casinos choose their own payment methods, so whether one supports a local system or sticks to cards, e-wallets and crypto is up to the casino. Whether a particular casino takes your card or your preferred wallet is listed among the payment options at each casino, along with its withdrawal methods.
Playing at an International Casino From Costa Rica
With no Costa Rican online licence, the regulator named on the card is the one that sets that casino’s rules on fair games, payouts and complaints. What a foreign licence protects for a player in Costa Rica depends on which authority issued it, and our casinos sorted by regulator groups each casino we feature under the authority that licenses it.
Responsible Gambling for Costa Rican Players
Costa Rican law treats anyone under 18 as a minor, and minors are barred from casino rooms. Online, the protection comes from settings on your own account: deposit caps, cooling-off periods and self-exclusion, set while you are calm rather than mid-session. Some countries link every licensed site to one register, and a single national self-exclusion register shows what that adds. If gambling stops being fun, talking to your doctor or a counselling service is a good first step.
Choosing the Best Online Casino in Costa Rica
The best online casino in Costa Rica for you is one whose regulator you can name, whose currency matches your account and whose withdrawals arrive on time. Compare the wagering on each bonus last. Elsewhere in the region the picture is very different: Colombia licenses its own online casinos, and our page on online casinos in Colombia shows what a fully regulated market looks like.
