The online casinos in Brazil listed here are international sites, licensed abroad, that accept players from Brazil. Each card shows the casino’s licence, welcome offer and bonus terms, so the offers can be compared side by side.

Brazilian law currently points the other way. Since 25 September 2026, Provisional Measure 1.394/2026 has banned operating, offering and advertising online betting and online casino games to people in Brazil, including by companies based abroad, and the licences Brazil began issuing in 2025 end on 25 October 2026. The measure is being challenged at the Supreme Court and must be voted on by Congress. This page covers what it says, what happened to players’ balances, how international casinos and their bonuses work, and what could change next.

From 14 October, any balance a bank could not return is paid out by Caixa Econômica Federal. Are Online Casinos Legal in Brazil?

No. Provisional Measure 1.394/2026, published on 25 September 2026, abolished fixed odds betting in Brazil and prohibited the operation, offer, intermediation and advertising of online betting and online games of chance. It applies to companies based abroad that serve people in Brazil as well as to Brazilian ones.

A provisional measure has the force of law from the day it is published, so the ban applies now, before Congress has voted on it. It defines an online game as a virtual bet whose result depends on a random number generator, which brings online slots within the ban, including the slot style games Brazilians call the jogo do tigrinho.

The Timeline of the Ban

  • 25 September 2026: the measure is published and new deposits are banned.
  • 5 October, 23:59: last moment for players to withdraw voluntarily and for advertising to come down.
  • 6 October: betting sites and apps go offline.
  • 7 and 8 October: operators report each remaining balance to the banks, by CPF.
  • 9 to 14 October: banks return the money to players.
  • From 14 October: Caixa Econômica Federal pays out any balance a bank could not return.
  • 25 October: operators’ authorisations are extinguished.

Penalties and Site Blocking

Breaking the ban can bring a warning, suspension of activities and fines of up to R$2 billion, and the measure applies these to individuals as well as companies. An operator that fails to return balances faces a daily fine of R$200,000. Digital platforms can be fined up to 10% of their revenue in Brazil by the Ministry of Justice, sites can be blocked, and money held by irregular operators can be forfeited.

A separate bill presented alongside the measure would make operating betting sites a crime.

Blocking was already large scale before the ban: between January 2025 and September 2026 the Secretariat of Prizes and Bets (SPA) blocked 66,482 domains of clandestine sites. A blocked or banned site does not become legal through a VPN, and playing through a VPN puts any balance at the mercy of the operator’s own terms.

How International Online Casinos Work for Brazilian Players

The casinos listed here are licensed by regulators outside Brazil, and since the 2025 Brazilian licences end on 25 October 2026, that overseas licence is the only one any of them holds. It decides the rules a player can rely on: identity checks, withdrawal limits and the authority a complaint goes to. The measure applies to companies based abroad that serve people in Brazil, and Brazilian authorities can order sites blocked, so a site that loads today can disappear from Brazil without notice, taking access to the balance with it. Smaller balances and prompt withdrawals limit that exposure, and our guide to online casino licences compares what the main overseas regulators require.

Casino Bonuses for Brazilian Players

Brazil is a market where the bonus terms need reading twice. Several international casinos accept players from Brazil but exclude them from the welcome offer, so a casino can appear with no bonus attached, and some exclude Brazil from every promotion except cashback. Where an offer is available, it is shown in euros, so its value in reais moves with the exchange rate. The rollover decides what a bonus is really for: a R$500 bonus with a 35x rollover means R$17,500 of bets before it becomes cash, and slots usually count in full while table and live games count for less. Offers that do include Brazil are gathered on our page of casino bonuses for Brazilian players.

How Brazil Got Here: Licensing From 2025 to 2026

Brazil legalised fixed odds betting in 2018 and regulated it in detail with Law 14.790 at the end of 2023, which also brought online casino games into the licensed market. From 1 January 2025, only operators authorised by the SPA, part of the Ministry of Finance, could serve Brazilian players, on sites ending in .bet.br.

That licensed market lasted less than two years. The 2026 measure interrupted every authorisation and set 25 October 2026 as the date they end, so the licences that were meant to separate legal sites from illegal ones no longer authorise anyone. How licensing protects players elsewhere is the difference between a local licence and an offshore one, and our page of casinos by licence shows the regulators behind the casinos we list in other countries.

Can the Ban Be Reversed?

Two routes remain open. At the Supreme Court, three direct actions of unconstitutionality were filed by the betting industry associations, broadcasters and football clubs. Justice Luiz Fux is the rapporteur, gave the government 72 hours to respond on 2 October, and the Attorney General’s Office defended the ban in full on 6 October. A decision on suspending the measure was expected after the second round of the October 2026 elections.

In Congress, a joint committee of 13 deputies and 13 senators has 120 days from 25 September to report on the measure before it goes to both chambers. By mid October it had received 94 amendments, including proposals to allow sports betting again while keeping online casinos banned, and a transition period of up to 24 months for previously licensed operators. If Congress does not approve the measure in time, it lapses.

Responsible Gambling and Help in Brazil

The ban does not stop gambling problems from existing. International casinos answer to no Brazilian regulator, and any self-exclusion they offer works only on their own platform, which is why national self-exclusion registers matter so much in the countries that have them.

What Brazilian Players Should Know Now

Until the Supreme Court or Congress changes the measure, Brazilian law does not allow any site to offer online casino games or betting to people in Brazil, whether it is based in Brazil or abroad. Any money still held at a former Brazilian-licensed operator should come back through your bank or through Caixa. The Supreme Court decision on suspending the measure, and the congressional vote within 120 days of 25 September, are the two dates that will decide whether licensed sites return. For comparison, online casinos in Argentina are licensed province by province.
