Is Online Gambling Legal in Spain?
Yes, at casinos holding a Spanish licence. Online gambling in Spain is governed by Law 13/2011 on the regulation of gambling, in force since May 2011, and supervised by the DGOJ, which sits within the Ministry of Social Rights, Consumer Affairs and the 2030 Agenda. The law applies to any operator offering games to Spanish residents, including from abroad, so an overseas licence is not a way around it.
Licensing works in two layers. A general licence covers a broad category such as other games, which includes casino, and runs for ten years. On top of it the operator needs a singular licence for each specific game type it offers, from roulette and blackjack to slots. General licences are only granted through public calls, the last of which closed in December 2018, which is why the number of Spanish licensed casinos changes so little from year to year.
Land based gambling is a separate system. Physical casinos are licensed by the autonomous communities, not by the DGOJ, so the rules for a casino in Madrid and one in Barcelona are set regionally.
Legal age and identity checks
You must be 18 to open or fund an account. When you register, the casino checks your DNI, NIE or passport against official records through a verification service run by the DGOJ. Until that check is complete, the account cannot deposit, bet or withdraw.
Where the online check cannot confirm you straight away, the casino has 30 days to collect your documents. An account still unverified at the end of that period is blocked and any balance is returned. Doing it at sign up rather than at the first withdrawal is the main reason Spanish payouts rarely stall over paperwork, and what a casino needs to see before it pays you is the same documents either way.
Casino Bonuses in Spain: Welcome Offers Are Legal Again
Royal Decree 958/2020, in force from November 2020, banned any promotion aimed at attracting new customers. For more than three years that meant no welcome offers at Spanish licensed casinos, and it is the rule many pages about Spain still describe.
It no longer applies. On 2 April 2024 the Spanish Supreme Court, in judgment 527/2024, annulled the articles of the decree that banned promotions to new customers, finding that the gambling law gave them no legal basis. The same ruling struck out the ban on well known personalities in gambling advertising and the blanket restrictions on social media. The rest of the decree stands, including the restriction of broadcast gambling advertising to between 01:00 and 05:00.
So Spanish licensed casinos may once again offer a welcome promotion to a new player, and the offers available to you are on our welcome bonus page, filtered to Spain. The terms of each one, including the wagering, sit in the box beside its card.
Deposit Limits at Spanish Online Casinos
Every new account at a Spanish licensed casino starts with a deposit limit of €600 a day, €1,500 a week and €3,000 a month. You can lower any of them at once. Raising them only happens after the casino has carried out further checks, so a limit cannot be lifted on impulse. Players aged 18 to 25 start on lower defaults.
Those limits apply at each casino separately, which means a player with accounts at several casinos could in practice deposit several times over. To close that gap, the government approved a joint limit in June 2026 of €700 a day, €1,750 a week and €3,300 over four weeks, counted across every licensed operator combined. The DGOJ will run a single system tracking deposits across the regulated market, so opening a second account will no longer raise what you can spend.
What a Spanish Licence Gives You as a Player
- RGIAJ applies. Spain’s national self-exclusion register is checked when you register, before each session and before any prize is paid. An offshore casino is not connected to it.
- A regulator that answers to you. If a licensed casino refuses a withdrawal or applies its terms unfairly, the DGOJ is the authority that takes it up. The steps before it reaches that point are the same as anywhere, and what to do when a casino will not pay takes them in order.
- The deposit limits and identity checks above, which offshore casinos serving Spain are under no obligation to apply.
Tax works differently from most of Europe. Spain taxes the winnings whether or not the casino is licensed, so a Spanish licence does not save you tax the way a Danish one does. What it does give you is a clean record: the casino reports to the tax agency and the numbers match your return. Several European countries exempt winnings entirely, so whether you pay tax on casino winnings comes down to your own country’s rules, and Spain’s are among the stricter ones. Outside the Spanish system a player has no regulator to turn to, which is why an offshore licence protects a Spanish player so little.
Every regulator we list casinos under is on our page of casinos by licence.
Self-Exclusion and Responsible Gambling in Spain
The RGIAJ, the Registro General de Interdicciones de Acceso al Juego, is run by the DGOJ and bars access to every Spanish licensed gambling account at once. You can join through the DGOJ’s electronic office, by post or through an operator, and an exclusion cannot be reversed during its initial period. Casinos re-check their existing customers against it every night.
Spain’s register sits alongside similar systems across Europe, and how each country’s register reaches its players differs more than most people expect. Spanish licensed casinos must also carry the Jugar Bien safer gambling seal. Free, confidential help is available from FEJAR on 900 200 225.
Casino Payment Methods in Spain: Bizum, PayPal and Cards
Bizum, the instant payment app built into most Spanish bank accounts, is the method you will see most often at Spanish licensed casinos, alongside Visa and Mastercard, PayPal and bank transfer. Because your identity is confirmed at registration, withdrawals are rarely held up by document requests, and the wait mostly comes down to the casino’s own processing and the method you chose.
Our list of casino payment methods shows which casinos take each one.
Finding the Best Online Casino in Spain
With every casino on this page under the same licence, the same deposit limits and the same identity checks, the differences are practical. Whether a casino takes Bizum, how quickly it processes a withdrawal, and how many games it carries matter more than any badge, and the welcome offer is now one more thing to compare rather than something missing.
Recognising a Spanish licensed casino is simple: its address ends in .es and it shows the Jugar Bien seal. If payout speed is what you care about most, start with our list of the fastest paying casinos, filtered to what is available in Spain.
