Is Online Gambling Legal in South Korea?
No, apart from a few state-run products. The Criminal Act makes gambling an offence, with an exception only for gambling that is a temporary pastime, such as very small stakes among friends. Ordinary gambling carries a fine of up to 10 million won, and habitual gambling up to three years in prison or a fine of up to 20 million won.
Legal gambling is limited to six industries authorised by their own laws: casinos, horse racing, cycle and motorboat racing, lotteries, sports betting tickets and traditional bullfighting. Sports betting means Sports Toto, the state game sold online through its official site, Betman. Every other sports betting site is illegal, and using one is punishable under the National Sports Promotion Act by up to five years in prison or a fine of up to 50 million won.
Police Crackdowns and Site Blocking
The Korean National Police Agency runs long campaigns against online gambling. Interim results from the crackdown launched in November 2025, published in June 2026, showed 2,319 people caught in 1,746 cases since November 2025, 154 of them held in custody, and 107.2 billion won in proceeds seized. The largest site uncovered was run from Vietnam and had handled about 1.3 trillion won in bets.
The Korea Communications Standards Commission blocks illegal gambling websites in bulk; in June 2026, ahead of the football World Cup, it blocked 1,280 illegal sports betting sites in one action. A casino that loads today may be blocked tomorrow.
What a Foreign Licence Means for Korean Players
Every casino on the list is licensed by a regulator outside Korea, and that licence governs identity checks, withdrawal rules and the handling of complaints. No Korean authority supervises these sites, so the licence on the card is the one safeguard available. A licence from abroad does not change the position at home: Korean courts apply the Criminal Act to Korean nationals wherever the gambling takes place. Some casinos also exclude South Korea in their terms, and an account opened from an excluded country can be closed with its winnings held back, so the restricted-country list deserves a careful read before any deposit.

Kangwon Land and Legal Gambling in Korea
Kangwon Land, at the High1 Resort in Gangwon Province, is the only casino in South Korea that Korean nationals may enter. It operates under a special act passed in 1995 to revive the region’s former coal-mining towns, and in 2021 the National Assembly extended its licence to 2045. The country’s other 17 casinos admit only foreign passport holders, and they drew almost 3.5 million visits in 2025. Kangwon Land itself welcomed about 2.45 million visitors, roughly 1% of them from overseas.
Outside the casino, Koreans can legally play the lottery, bet on horse, cycle and motorboat racing and traditional bullfighting, and place sports bets through Sports Toto and Betman. Each of these is supervised by the National Gambling Control Commission.
Tax on Gambling Winnings in South Korea
Lottery prizes in Korea are taxed at source: 22% on prizes from 2 million won up to 300 million won, and 33% on the part above 300 million won. A Short History of Gambling Law in South Korea
Korea built its legal gambling sector one law at a time: casinos for foreign visitors under the Tourism Promotion Act, racing, the lottery, sports betting and bullfighting under acts of their own, all brought under the National Gambling Control Commission. Koreans stayed barred from casinos until the 1995 special act for abandoned mine areas created Kangwon Land, whose licence was extended in 2021 to run until 2045. Gambling abroad grew alongside: the commission estimated Koreans spent 4.9 trillion won gambling overseas in 2017, about 80% of it in Macao and the Philippines. Online, the state’s answer has been Betman for sports betting and mass blocking and prosecution for everything else.
Responsible Gambling and Help in South Korea
The National Gambling Control Commission oversees the legal gambling industries and their safeguards, but those do not reach overseas sites. The direction is more enforcement, not legal online casinos.
