Malaysia licenses no online casinos, so every online casino in Malaysia on this list is an international site, licensed abroad, that takes players from Malaysia. Each card shows the casino’s licence, its welcome offer and its bonus terms, so the choices can be compared before you sign up.

Malaysian courts treat online play as gambling under the Common Gaming Houses Act 1953. In 2023 the Court of Appeal ruled that online gambling is an offence under that Act, and players have since been fined for gambling on their phones, with a maximum of RM5,000, six months in jail or both. This page covers the law, how blocking and enforcement work, what overseas casinos and their offers involve, Genting Highlands and the legal 4D lotteries, and where reform is heading.

⚠️ Slot Apps With an ID and Password From an Agent: Many illegal gambling apps in Malaysia are played with a login supplied by an organiser, with points bought from that agent. Malaysian courts have fined players for exactly this, and an agent-run account gives you no licence and no regulator to turn to if the points are never paid out.

Is Online Gambling Legal in Malaysia?

No. Gambling in Malaysia is governed mainly by the Common Gaming Houses Act 1953, together with the Betting Act 1953, and neither provides a licence for online casinos or online betting. The only legal forms of gambling are those the government licenses: the casino at Genting Highlands and the number forecast lotteries, known as 4D.

The 1953 Act was written long before the internet, but the courts have applied it to online play. In October 2023 the Court of Appeal in Putrajaya held that online gambling is an offence under the Act in Peninsular Malaysia, that gaming machines do not have to be physically present, and that laptops and computers used to gamble count as gaming machines. In that case, a man who played online roulette on a laptop with others in a Melaka condominium was convicted under section 6(1), which covers gaming in a common gaming house and carries a fine of up to RM5,000, up to six months in jail, or both. The woman who managed the site and its 26 laptops was convicted under section 4(1), which carries a fine of up to RM50,000 and up to three years.

Players Fined for Gambling on Their Phones

Prosecutions now reach individual players with smartphones. In September 2026, magistrates in Kuching fined men RM2,000 and RM2,500 for online gambling on phone apps, charged under section 7(2) of the Act, which covers gambling in a public place and carries up to RM5,000, six months in jail or both. In one case, investigators backed by an expert report treated the phone itself as a gaming machine. Court reports describe the same pattern each time: the apps are played with an ID and password supplied by an organiser, with points bought from that organiser, often at RM1 a point.

Using a phone as a gaming machine can also be charged under section 4B(a) of the Act, which carries a minimum fine of RM10,000 per machine and up to five years in jail. Police and former senior officers have said the 1953 law is no longer adequate for online gambling and have called for it to be updated.

Site Blocking and Enforcement in Malaysia

The Malaysian Communications and Multimedia Commission, MCMC, supports the police by blocking websites and removing content under the Communications and Multimedia Act 1998 and the Online Safety Act 2025. According to the Communications Ministry, from January 2025 to May 2026 service providers removed 457,562 gambling-related posts, 98% of the takedown requests made, and internet providers blocked 1,778 gambling websites at MCMC’s request.

Police raids target the operations behind the sites. In Ops Dadu Mega in December 2025, Bukit Aman’s Criminal Investigation Department arrested 85 people and raided 21 premises, 20 of them call centres running and promoting gambling websites, and police reported raiding 117 call centres and arresting 731 suspects over the year. Promotion is targeted too: in June 2024 police arrested 27 social media influencers accused of promoting online gambling to their followers.

How International Online Casinos Work for Malaysian Players

Every casino on the list is licensed by a regulator outside Malaysia, and that licence decides what a player can rely on: identity checks, withdrawal limits and the authority that hears a dispute. No Malaysian body supervises these sites, so the licence on the card is the one safeguard in place, and the main regulators are profiled in our casino licence guide. That is the clearest difference from the agent-run apps common in Malaysia, which have no licence at all.

Restricted-country lists deserve a careful look. Some international casinos bar Malaysian players from their promotions, and an account opened from a restricted country can lose its winnings at withdrawal. Sites can also be blocked by Malaysian internet providers, so a casino may stop loading without warning. Local and overseas licensing are contrasted in licensed versus offshore casinos.

Casino Bonuses for Malaysian Players

The welcome offers on these cards are priced in euros, so their value in ringgit moves with the exchange rate on the day of the deposit. The rollover tells you how much play a bonus needs: a RM500 bonus at 35x means RM17,500 in total stakes before the bonus turns into cash. Slots generally count in full, while live tables such as baccarat and roulette often count for little or nothing, and free spin winnings usually carry their own rollover and a cap. Some casinos accept players from Malaysia but exclude the country from their promotions, so a card can show a casino with no bonus. Offers that include Malaysia are on our page of Malaysia casino bonuses.

Payments From Malaysia

International casinos set their own payment options, from cards and e-wallets to cryptocurrency, and each casino’s accepted methods appear on its card and in our payment methods guide. Payments to agents who sell gambling points are the riskiest route of all: there is no operator behind them that answers to any regulator, and the money is part of exactly the activity Malaysian police prosecute.

Genting Highlands and Legal Gambling in Malaysia

The casino at Genting Highlands in Pahang is the only casino operating legally in Malaysia. Malaysian Muslims are not allowed to gamble there, while non-Muslim Malaysians and foreign visitors can enter. The casino’s future has been a political issue: in September 2024 the Pahang branch of PAS said closing it was on its agenda for the next general election, while acknowledging that federal jurisdiction could stand in the way.

The other legal form of gambling is the number forecast lottery, 4D, run by companies licensed by the Finance Ministry, among them Magnum, the first private company licensed for four-digit number forecasts, as well as Sports Toto and Da Ma Cai. Outlets also need a state premises licence. Kelantan and Terengganu do not allow licensed gambling outlets, and Kedah closed all of its 4D outlets on 1 January 2023 by not renewing their licences.

Do You Pay Tax on Gambling Winnings in Malaysia?

For online gambling in Malaysia, the issue is not tax but legality: police raids seize the cash, phones and computers involved, and courts fine the players. How winnings are treated in countries with licensed markets is covered country by country in do you pay tax on casino winnings?

A Short History of Gambling Law in Malaysia

The Common Gaming Houses Act and the Betting Act both date from 1953, before independence, and the gaming houses law was revised in 1983 and amended several times since, including in 1990 when its penalties were changed. Malaysia built a licensed system around a few operators: Genting Highlands for casino gaming and the 4D companies for number forecasts. As gambling moved online, the courts stretched the 1953 Act to cover computers and phones, and the 2023 Court of Appeal ruling confirmed that online gambling is an offence under it.

Responsible Gambling and Help in Malaysia

Malaysia has no national self-exclusion register for online gambling, since it has no legal online market. Anyone struggling with gambling, or with debts from agents or apps, can speak to a doctor or a counsellor, and families can seek help on a relative’s behalf. At an international casino, the protection sits in the account settings: deposit caps, a cooling-off period or full self-exclusion, which work best when set before the first deposit. National systems elsewhere are compared in self-exclusion registers explained.

The Future of Online Gambling in Malaysia

Pressure is building for a new law. Police have pushed for the 1953 framework to be modernised so it clearly covers online gambling, digital platforms and promotion, while MCMC’s blocking and takedowns continue at scale. There is no sign of licensed online gambling. Across the region the approaches differ, with Singapore running a tightly licensed system and Indonesia criminalising players under its new Criminal Code; our pages on online casinos in Singapore and online casinos in Indonesia cover both.

No. Malaysia licenses no online casinos, and the Court of Appeal ruled in 2023 that online gambling is an offence under the Common Gaming Houses Act 1953.

Some casinos licensed abroad take players from Malaysia, with the licensing authority shown on every card. Malaysian courts treat online gambling as an offence, and players have been fined up to RM5,000 under the 1953 Act.

Players can face a fine of up to RM5,000, up to six months in jail, or both. Running a gambling operation carries up to RM50,000 and three years, and using phones or computers as gaming machines can bring a minimum fine of RM10,000 per machine.

MCMC asks internet providers to block gambling sites. From January 2025 to May 2026, 1,778 gambling websites were blocked and 457,562 gambling posts removed.
