Is Online Gambling Legal in Macao?
No, apart from the sports lottery. Macao’s gaming law, Law No. 16/2001 as amended in 2022, allows games of chance only in casinos run by the licensed concessionaires, and online and interactive gaming remain prohibited. The one exception is the sports lottery for football and basketball, run by the licensed operator Macau Slot.
Law No. 20/2024 on combating illegal gambling, passed by the Legislative Assembly on 16 October 2024 and in force from 29 October 2024, replaced rules that were more than 20 years old. It defines illegal online gambling to include games of chance, mutual betting and play through electronic or interactive systems, wherever the servers or devices are located, and punishes operating, promoting or organising it with one to eight years in prison. Betting in illegal gambling is also a criminal offence, collaborating in an illegal operation carries up to three years, and companies can be fined up to MOP 18 million.
What Else the 2024 Illegal Gambling Law Covers
The 2024 law was aimed as much at the casino floor as at the internet. It targets “under the table” or parallel betting on casino games, with up to eight years for those who run it, and illegal currency exchange for gambling, with up to five years. Exchanges inside casinos are presumed to be for gambling, while informal exchanges between family and friends and licensed banks and exchange shops are excluded, and customers who use an unauthorised money changer are not penalised. Illegal gambling loans now carry up to five years, and non-residents convicted under the law can be barred from entering Macao for five to ten years.
How International Online Casinos Work for Players in Macao
The international casinos on the list are supervised by the regulator that licensed them abroad. That licence sets the identity checks, the withdrawal limits and where a complaint goes. Macao’s Gaming Inspection and Coordination Bureau, the DICJ, supervises the city’s land-based casinos and has no role with these sites, so the overseas licence is the only oversight, and the main regulators are profiled in our casino licence guide.
Macao’s own protections, including the exclusion list, the age limit of 21 and DICJ supervision, apply only on the city’s licensed casino floors, not at an online casino. A restricted-country clause in an online casino’s terms can also void winnings for an account opened from Macao. The trade-offs between the two models are weighed in licensed versus offshore casinos.
Casino Bonuses for Players in Macao
The offers on these cards are priced in euros, so their value in patacas follows the exchange rate on the day you deposit. The rollover shows how much betting a bonus requires: a MOP 1,000 bonus at 35x means MOP 35,000 of bets before it can be withdrawn. Slots usually count in full toward that total, while live tables such as baccarat often count for little or nothing, which matters in a city where baccarat dominates the casino floor. Free spin winnings tend to come with their own rollover and a payout cap. Offers open to Macao, each with its rollover, sit on our page of Macao casino bonuses.
Macao’s Casinos: Six Concessionaires and a MOP 247 Billion Market
Macao’s casino industry runs under six concessions awarded in a 2022 tender: Wynn Resorts (Macau), MGM Grand Paradise, Galaxy Casino, SJM Resorts, Venetian Macau and Melco Resorts (Macau). The ten-year contracts took effect on 1 January 2023. Under the amended law, gaming must take place in venues the concessionaires own, and the transition period for the older satellite casinos in third-party hotels ran to 31 December 2025, with several closing or being repurposed.
In 2025 Macao’s casinos generated MOP 247.4 billion, about US$30.9 billion, in gross gaming revenue, up 9.1% on 2024 and the highest annual total since the pandemic, at around 85% of the 2019 level. Growth now comes from mass and premium mass players rather than the VIP junket business that once dominated. The concessionaires pay a special gaming tax of 35% of gross gaming revenue plus contributions of 5% for public funds, urban development, tourism and social security.
Sports Lottery Betting in Macao
Macau Slot holds the concession for the sports lottery on football and basketball, the only form of online betting authorised in Macao. Its concession was extended to 5 June 2026 and then renewed again in June 2026 for a further year, with the government stressing local hiring. Bets on other sports, or with operators other than Macau Slot, are not authorised.
Do You Pay Tax on Gambling Winnings in Macao?
Macao’s gambling taxes fall on the casino concessionaires, who pay the 35% special gaming tax and 5% in contributions on their gross gaming revenue. For international online casinos, the questions that matter more are the legal status of the site under the 2024 law and the terms of the casino itself. How winnings are taxed in licensed markets elsewhere is set side by side in our guide to tax on casino winnings around the world.
Who Can Enter Macao’s Casinos
The minimum age to enter Macao’s casinos is 21. Since December 2019, casino workers, including dealers, cage cashiers, security, cleaning and food and beverage staff, have been barred from gaming floors when off duty, with exceptions such as the first three days of the Lunar New Year, and Macao government employees are also restricted. Anyone can ask the DICJ to put them on its casino exclusion list, and others can make a request on a person’s behalf, which bars them from Macao’s casinos.
A Short History of Gambling Law in Macao
Gambling has been legal in Macao for well over a century, and the modern industry took shape when the 2001 gaming law ended the single-operator era and opened the market to competition in 2002. Cotai’s integrated resorts followed, and the VIP junket model drove revenue until China’s crackdown ended it. The 2022 amendments cut the number of concessions to six, tightened the rules on gaming promoters and set the satellite casino deadline, and the 2024 law modernised the illegal gambling offences, including online gambling.
Responsible Gambling and Help in Macao
Macao’s main protections sit in its casinos: the age limit of 21, the off-duty ban for casino staff and the DICJ exclusion list, which people can join themselves or through a third-party request. Anyone worried about their gambling, or a family member’s, can seek counselling through Macao’s social services. At an international online casino, the protection sits in your own account settings: spending caps, a break from play or a full account block, ideally set before the first deposit. National exclusion systems elsewhere are compared in self-exclusion registers explained.
The Future of Online Gambling in Macao
Macao’s policy is to keep gaming inside the licensed casinos and to fight illegal gambling around them, and no new form of online gaming has been legalised. Revenue growth comes from the mass market and non-gaming attractions in the integrated resorts. Elsewhere in Asia, Japan is building its first casino resort in Osaka, due in 2030, while the Philippines licenses gaming through PAGCOR; our pages on online casinos in Japan and online casinos in the Philippines cover both.
