Is Online Gambling Legal in Kazakhstan?
Partly. Kazakhstan’s Law on the Gambling Business of 12 January 2007 allows casinos, gaming halls, bookmakers and totalizators, but amendments that took effect on 9 September 2024 drew a sharp line online. Licensed bookmakers and totalizators may now take bets over the internet, provided they use .kz domains and are registered with the tax authorities. Online casinos are banned outright, and the websites of foreign bookmakers without a Kazakh licence are blocked.
Running an online casino is a criminal offence under Article 307 of the Criminal Code, punishable by up to two years in prison, rising to up to seven years with confiscation of assets in the most serious cases. For individuals, Article 444 of the Code of Administrative Offences fines gambling for money outside designated places at 200 MRP, with confiscation of the money and equipment involved; the article was written with underground games in mind and does not spell out how it applies to online play.
Who Can Gamble in Kazakhstan: Age 21 and the Banned Lists
The minimum age for casinos and betting is 21, and a proposal to raise it to 25 was rejected in 2024. Several groups are barred altogether: people on the Unified Register of Debtors, people whose legal capacity a court has restricted because of gambling, alcohol or drugs, civil servants and equivalent officials, and serving military personnel. Any citizen can also bar themselves from gambling and betting through the national self-exclusion register, which is available on eGov.
A unified accounting system for betting and gambling now checks each online bettor automatically against these lists before a bet is accepted. The licensed bookmakers are connected to it, which is how debtors and self-excluded players are kept out of the legal market.
Payment Blocks and Card Mules in Kazakhstan
Kazakhstan’s enforcement leans heavily on payments. According to the prime minister, banks cancelled about 402,000 payments linked to illegal online casinos between October 2025 and March 2026, totalling more than US$21 million, and the government drew up a blacklist of foreign online casino operators and 110 payment providers. Banks also blocked 1,144 accounts tied to card mules, people who let their cards be used to move gambling money.
Phone balances are the next front. In 2026 the Financial Monitoring Agency found that players could fund online casino accounts from mobile balances with Tele2, Beeline, Kcell and Activ, and it directed the operators to block such payments. International casinos set their own payment options, and you can check which methods each one takes in our payment methods guide.
How International Online Casinos Work for Players in Kazakhstan
Each casino on the list holds a licence from a regulator outside Kazakhstan, and that licence governs the identity checks, the withdrawal rules and the authority that hears a complaint. The Committee that regulates gambling in Kazakhstan supervises licensed bookmakers and land-based venues, not international casinos, so the overseas licence is the oversight that applies, and the main regulators are profiled in our casino licence guide.
Terms and conditions deserve a careful read from Kazakhstan. Some international casinos restrict players from Kazakhstan, and an account opened from a restricted country can have winnings voided. Blocked payment providers can also stall a withdrawal on the way back, even when the casino approves it. The practical differences between a local licence and an overseas one are set side by side in licensed versus offshore casinos.
Casino Bonuses for Players in Kazakhstan
The welcome offers on these cards are priced in euros, so their value in tenge moves with the exchange rate on the day you deposit. Some operators also set different bonus amounts for Kazakhstan and its Central Asian neighbours, so the figure on a card is the one to check. The rollover shows how much betting a bonus requires: a 50,000 tenge bonus at 35x means 1,750,000 tenge of bets before it can be withdrawn. Slots usually count in full, while table and live games count for less or nothing. Offers available to players from Kazakhstan are gathered on our page of Kazakhstan casino bonuses.
Advertising and Influencers
Since 2024, Kazakhstan has banned outdoor advertising of bookmakers, online casinos and betting pools, and their promotion in media content, films and videos. The Financial Monitoring Agency has identified dozens of bloggers promoting illegal online casinos and fined several, and in 2025 senators and the agency called for criminal liability and even a licensing regime for bloggers to stop the promotion. For players, an online casino pushed by an influencer is no more legal than any other.
Do You Pay Tax on Gambling Winnings in Kazakhstan?
Kazakhstan’s Tax Code exempts winnings from a single lottery up to 6 MCI from individual income tax. Winnings from international casinos fall outside the regulated Kazakh market altogether, and money linked to illegal casinos can be caught by payment blocks before it arrives. For the rules in licensed markets, see how casino winnings are taxed around the world.
Casinos in Kazakhstan: Konaev and Borovoe
Kazakhstan does have legal casinos, but only in two zones. In 2007 the government moved casinos and gaming halls out of Almaty to Kapchagay, the town on the Kapchagay reservoir now called Konaev, and to the Shchuchinsk-Borovoe resort area in the Akmola region. Konaev is the better known, with casinos built around the reservoir shore. In 2026 the government began limiting entry to some gaming venues to foreign nationals only, and the Administrative Code now fines operators that admit Kazakh citizens to foreigner-only casinos and halls.
A Short History of Gambling Law in Kazakhstan
Before 2007, casinos operated across the country, especially in Almaty. The 2007 Law on the Gambling Business confined them to the two zones and licensed bookmakers nationwide. As online betting grew, the 2024 amendments split the market: licensed online betting on .kz domains on one side, a criminal ban on online casinos on the other, plus a separate regulator, stricter advertising rules, the age limit of 21 and a national self-exclusion register. Since then enforcement has moved to banks, mobile operators and the unified accounting system.
Responsible Gambling and Help in Kazakhstan
Kazakhstan’s national self-exclusion register is the main tool, and it covers licensed bookmakers and casinos across the country. Gambling disorder has had a national clinical treatment protocol since 2022, and health clinics offer counselling for gambling addiction. At an international casino, the account settings carry the protection: a deposit cap, a cooling-off period or full self-exclusion, best switched on before the first payment. Kazakhstan’s register can be compared with other countries’ in self-exclusion registers explained.
The Future of Online Gambling in Kazakhstan
Kazakhstan is building a regulated betting market and closing the door on online casinos. Expect more payment blacklists, tighter controls on mobile balances, possible criminal liability for promoters and more casinos aimed at foreign visitors. Nearby countries take different routes, from Russia, where licensed betting is allowed but online casinos are banned, to Azerbaijan’s fines for players; our pages on online casinos in Russia and online casinos in Azerbaijan cover both.
