Is Online Gambling Legal in Azerbaijan?
No, apart from two exceptions. Azerbaijani law defines gambling games as games of chance run as a business for prizes or winnings, and it excludes only lotteries organised under the Law on Lotteries and sports betting offered under the Law on Physical Education and Sports. Everything else is prohibited, online and offline. Online casino games such as slots, roulette, blackjack and poker have no legal route in Azerbaijan, and the casino law adopted in 2025 explicitly leaves online play out.
The current rules took shape in amendments adopted at the end of 2021, which took effect on 1 January 2022. They added an article on gambling to the Code of Administrative Offences, banned the advertising of gambling games and their operators, and allowed telecom operators to block access to foreign gambling sites from inside Azerbaijan. Organising unauthorised gambling is a crime under Article 244-1 of the Criminal Code.
Fines for Players: What Happens If You Gamble Illegally in Azerbaijan
Azerbaijan penalises the player as well as the organiser. Taking part in gambling outside the state lottery and authorised sports betting is an administrative offence carrying a fine of 3,000 manats, and the authorities can confiscate the money staked, any winnings or prizes, and the equipment used to play.
In July 2026 the Milli Majlis, Azerbaijan’s parliament, approved amendments that raise the penalty for repeat offenders. A person fined for gambling who is caught again within a year of the first decision taking effect faces a fine of 5,000 manats, or administrative arrest of up to 15 days, depending on the circumstances of the case, with the same confiscation of stakes and winnings.
How International Online Casinos Work for Players From Azerbaijan
Every online casino that takes players from Azerbaijan is licensed by a regulator outside the country, and that licence decides the rules a player can rely on: identity checks, how withdrawals are handled and where a complaint goes. Because no Azerbaijani body supervises them, the licence is the main protection, and our guide to online casino licences compares what the main authorities require. The practical difference between a local licence and one held abroad is described in licensed versus offshore casinos.
Three points in a casino’s terms matter most from Azerbaijan. A casino that lists Azerbaijan among its restricted countries can void winnings, even if registration went through. Withdrawal limits and identity checks apply before the first payout, so they shape how quickly money comes back. And bonus terms often exclude certain payment methods, which affects whether a deposit qualifies for the offer at all.
Casino Bonuses for Azerbaijani Players
The welcome offers on the casino cards are usually a deposit match, free spins or a mix of both, and their real value sits in the terms. The rollover, also called the wagering requirement, is the number of times the bonus must be bet before it can be withdrawn: a 100-unit bonus with a 35x rollover means 3,500 units of bets first. The currency the offer is priced in matters too, because a bonus set in euros or dollars changes value in manat with the exchange rate. Maximum bet limits, game weighting and expiry dates complete the picture. The current offers can be compared on the casino bonuses available in Azerbaijan, and our guide to welcome bonuses breaks down each term.
Tougher Penalties for Illegal Online Gambling Operators in 2026
The same session of parliament targeted those who run gambling online. Amendments to the Criminal Code, approved by President Ilham Aliyev and published at the end of July 2026, cover repeated organisation of gambling in a virtual format, including through websites, mobile apps and social media. The penalty is a fine of up to twice the income from the crime, or two to four years of restricted liberty or imprisonment. The same penalties apply when minors are allowed to play, when a group acts in prior collusion, or when the income is significant.
Offences by an organised group or criminal association, or with large proceeds, carry three to five years. Especially large proceeds carry five to eight years in prison. Before these changes, repeat online organisers faced a fixed fine of 10,000 to 15,000 manats or two to three years.
Bank Cards, Blocked Sites and Betting Payments in Azerbaijan
Payments are one of the main ways Azerbaijan enforces its ban. In 2026 the Central Bank of Azerbaijan warned that large sums linked to illegal gambling were leaving the country, often through bank cards that their owners let others use, and told banks to stop acting as intermediaries for these payments. Banks and payment companies have since agreed limits on card transfers, and in October 2026 the Central Bank confirmed a single rule: a card may be used for no more than five transactions linked to illegal betting.
Telecom operators are also required to restrict access from Azerbaijan to foreign gambling and betting sites. How payment methods are handled in countries where online casinos are legal is compared in our guide to casino payment methods.
Illegal Betting Networks and Scams in Azerbaijan
Azerbaijan’s cybercrime police have broken up several networks that promoted gambling sites on social media, ran virtual cash desks inside the country and moved players’ money through bank cards and accounts opened in other people’s names. Suspects have been detained and their phones and bank cards seized. For players, the risk runs both ways: the stake and any winnings can be confiscated under the administrative code, and money lost to an unlicensed site cannot be claimed back through any Azerbaijani authority.
The State Lottery and Sports Betting in Azerbaijan
Azerlotereya, the state lottery company, has held the exclusive right to run lotteries in Azerbaijan since 2001, apart from promotional lotteries that businesses run to sell goods and services. Since February 2021 Azerlotereya has been under long-term management by YMT Sans B.V., a subsidiary of the Turkish Demirören group.
Sports betting has been legal since 2011, but only through operators authorised by the state, and there is no open licensing process for new bookmakers. Lottery and betting products are for players aged 18 and over.
Do You Pay Tax on Gambling Winnings in Azerbaijan?
For legal games, small wins are tax-free. Since the 2022 Tax Code changes, winnings of up to 500 manats from the state lottery and from authorised sports betting are exempt from income tax. Winnings from illegal gambling are a different matter: they can be confiscated along with the stake when a player is fined. The rules elsewhere vary widely, from full exemption to flat withholding, as our country-by-country guide to casino winnings tax shows.
Land-Based Casinos in Azerbaijan: The Caspian Island Plan
Azerbaijan has had no legal casinos on the mainland since a 1998 decree by then President Heydar Aliyev closed them. That changed in part on 8 July 2025, when parliament passed a law allowing casinos on artificial islands built in the Azerbaijani sector of the Caspian Sea. Only legal entities that meet financial transparency requirements can apply, licences come from the State Tourism Agency under requirements set by the Cabinet of Ministers, and the state fee for a licence is 340,000 manats a year. Only people over 21 may enter, and the law covers physical casinos only, so it does not open any route to online casino games.
A Short History of Gambling Law in Azerbaijan
Azerbaijan’s modern gambling law starts with the 1998 casino ban. In 2001 Azerlotereya received the exclusive right to run lotteries, and in 2011 the state allowed sports betting through authorised operators. The 2021 amendments, in force from January 2022, built the current system of fines, advertising bans and site blocking. In 2025 parliament opened the door to island casinos, and in 2026 it raised the penalties for online organisers and repeat players.
Responsible Gambling and Help in Azerbaijan
Azerbaijan has no national self-exclusion register, because its legal market is limited to the state lottery and authorised betting. Anyone worried about their own gambling, or about debts it has caused, can talk to a doctor or mental health service, and international groups such as Gamblers Anonymous run online meetings. Countries with licensed online markets add other tools, described in our page on national self-exclusion registers.
The Future of Online Gambling in Azerbaijan
Azerbaijan is moving toward stricter enforcement, not toward a licensed online market. The 2026 laws raised prison terms for online organisers and added arrest for repeat players, and banks have tightened card controls. The first island casinos will be the main change for players who want a legal casino, but they will be physical venues for over-21s. For comparison, India’s online gaming ban in force since May 2026, aims its penalties at operators and advertisers rather than players, and New Zealand’s new online casino licences show the opposite approach of bringing offshore play under a local regulator.
