Is Online Gambling Legal in South Africa?
Partly. Online sports betting is legal with a bookmaker licensed by a provincial gambling board, and casino games are legal in licensed land based casinos. Online casino games are not. The National Gambling Act of 2004 defines an interactive game as a gambling game played through an electronic agent accessed over the internet, other than one that can only be played on licensed premises, and section 11 says no person may engage in, facilitate or make available one unless it is provided under a licence issued in terms of the Act. No licence for online casino games is available under it.
Section 11 applies to players as well as operators. The National Gambling Board (NGB) states that taking part in illegal online gambling is a criminal offence, that a conviction under the Act can carry a fine of up to R10 million or up to ten years in prison, and that winnings from unlawful gambling are forfeited to the state.
The NGB restated the position in February 2026: interactive and remote gambling remain unlawful unless national legislation explicitly permits them, and South Africans cannot legally play casino games on their phones. Casinos licensed abroad still accept South African players, and the casinos on this page hold licences of that kind.
Legal age
The Act defines a minor as a person under 18, and minors are barred from gambling. The same age applies to sports betting and land based casinos, and the legal gambling age in other countries is not always 18.
Bookmakers, Casino Style Games and the 2026 Crackdown
Several licensed South African bookmakers offer casino style games, arguing that players are betting on the outcome of a contingency rather than playing an interactive game. The courts and the NGB have pushed back. The Supreme Court of Appeal ruled that a bookmaker may not offer roulette in Gauteng without a casino licence, and in February 2026 the NGB issued a formal notice to every provincial licensing authority to stop approving remote gambling servers, which it does not recognise as lawful gambling systems.
A wider reform is also being prepared. Since October 2025 the Department of Trade, Industry and Competition has been reviewing the National Gambling Act, and the National Gambling Policy Council set up a technical committee to draft a new bill, which the minister said would go to Cabinet later in 2026.
Are Casino Winnings Taxed in South Africa?
Not for casual players. If you gamble occasionally alongside other income, SARS does not tax your winnings. A person whose income comes from gambling is treated differently: SARS can see it as a profit making activity, and the net result is taxed at normal rates.
How South Africa compares with countries where casino winnings are taxed as income shows how much the rules on a win vary.
Casino Bonuses for South African Players
The welcome offers on this page are set by casinos licensed abroad, under the rules of their own regulators, and the wagering and time limits differ widely from one to the next. The terms beside each card show what an offer asks of you before anything can be withdrawn.
Every bonus listed for South Africa is collected on our page of welcome bonuses for South Africa.
What an Offshore Licence Does and Does Not Give You
A casino licensed abroad answers to the authority that licensed it, and the protection that authority gives on fairness, verification and complaints varies a great deal. It does not make the casino legal in South Africa, it does not connect the casino to South Africa’s self-exclusion register, and no South African regulator will take up a dispute with it. That is the gap between a local licence and an offshore one, and in South Africa it is wider than in most countries.
Our page of casinos by licence shows which regulator stands behind each casino on the site.
Self-Exclusion and Responsible Gambling in South Africa
South Africa’s self-exclusion runs through licensed operators. You ask a licensed casino or bookmaker to exclude you, the operator sends the forms to the provincial licensing authority and the NGB for the national record, and the exclusion runs for at least six months, after which lifting it requires proof of counselling. Casinos licensed abroad are outside this system, so it does not reach them.
The National Responsible Gambling Programme offers free, confidential counselling on 0800 006 008, and how national self-exclusion registers work in other countries shows the range of approaches.
Casino Payment Methods in South Africa
Bank EFT, Visa and Mastercard, prepaid vouchers and cryptocurrency are the methods casinos licensed abroad commonly offer South African players, and the ones each casino takes are shown on its card. Many offshore casinos hold balances in dollars or euros, which means a currency conversion on every deposit and withdrawal.
Our list of casino payment methods shows which casinos take each one.
Choosing an Online Casino as a South African Player
Start with the licence on each card, because with no South African regulator involved it decides who will hear a complaint. Then look at the practical points: whether the casino holds your balance in rand, whether it takes EFT or prepaid vouchers, and how long its withdrawals take. The bonus terms come last, and they decide what a welcome offer is really worth.
Offers and wagering vary a lot between markets, and our page of casino bonuses by country shows how South Africa’s offers compare.
