Is Online Gambling Legal in Seychelles?
Yes, under a licence from the Financial Services Authority. The Seychelles Gambling Act 2014 covers casinos, slot machines, betting, lotteries and online gambling, and the Seychelles Gambling (Interactive Gambling) Rules 2024, made on 29 December 2023 and published on 8 January 2024, govern online operators in detail. Rule 4 states that only persons licensed by the Authority may conduct interactive gambling in or from within Seychelles.
The rules are written for operators, and the FSA uses public warnings against those without a licence: in November 2023 it named an operator working in Seychelles that held no licence under the Gambling Act and told the public it used that site at its own risk. Casinos licensed in other countries also accept players from Seychelles, and the regulator on each card on this page shows which rules apply.
Seychelles as an Online Licensing Jurisdiction
An FSA interactive gambling licence comes with local roots. A licensee must be a company incorporated in Seychelles, keep its player registration servers in Seychelles, hold paid-up capital of at least SCR 1 million and a cash reserve of at least SCR 3 million in Seychelles banks, and appoint a designated official resident in the country. Licensees may serve players abroad, except in the excluded jurisdictions listed in the Rules, which include Malaysia, Singapore and Japan.
How much an FSA licence protects a player compared with other regulators is a fair question for any casino, and how licences from different authorities compare helps answer it. The regulator behind each casino we list, Seychelles included where it applies, is on our page of casinos by licence.
Player Protection Under the 2024 Interactive Gambling Rules
At an FSA-licensed site, the 2024 Rules set the minimum standard:
- Age: no one under 18 may register an account and play.
- Limits: operators must offer deposit limits, and an increase or removal only takes effect after a seven-day cooling-off period.
- Self-exclusion: a request applies immediately, for a fixed or open-ended period, and coming back requires a 24-hour cooling-off period.
- Payments: no cash, and no virtual assets for interactive gambling.
Operators must also link to their responsible gambling policy on every page and monitor accounts for signs of problem gambling. Self-exclusion here works operator by operator, and national registers covering every licensed site show the alternative some countries use.
The Seychelles Gambling Bill and a New Commission
On 1 May 2025 Cabinet approved a new Seychelles Gambling Bill to repeal the 2014 Act. It would create a single regulator, the Seychelles Gambling Commission, to handle licensing and supervision of all gambling, online gambling and junket operations included, introduce perpetual licences and suitability checks on licensees, and set procedures for complaints and enforcement. Until it becomes law, the FSA and the 2014 Act remain the framework.
Paying in Seychellois Rupees
The Seychellois rupee (SCR) is the local currency, and many international casinos hold balances in dollars or euros instead, so the exchange rate applies on both deposits and withdrawals. FSA licensees may not take cash or crypto, while casinos licensed elsewhere set their own rules, and the payment methods each casino supports show which ones fit the way you pay.
Choosing the Best Online Casino in Seychelles
Look first at who regulates the casino, then at the currency and the withdrawal route, and leave the bonus until last, when you can compare its wagering on equal terms. The rules on another Indian Ocean island are very different, and our page on online casinos in Mauritius covers why.
