Is Online Gambling Legal in Mozambique?
Mozambique splits gambling between two laws, both supervised by the Inspecção-Geral de Jogos. Law 1/2010 governs casinos, which run as concessions, and Law 9/2012 covers social games: sports betting, lotteries, bingo and virtual games. Online sports betting is licensed under the social games regime, and more than thirty companies held IGJ social games licences in September 2026.
Online casino games have had no licensing route of their own. That is what the July 2026 regulation is meant to change, and until its terms are in force there is no Mozambican online casino licence to hold. The rules aimed at players concern age: no one under 18 may gamble. Casinos licensed abroad accept Mozambican players, and those are the casinos on this page.
Mozambique’s New Online Gambling Regulation
On 14 July 2026 the Council of Ministers approved the Regulation on the Operation and Practice of Games of Chance or Fortune through Electronic or Computerised Means. Government spokesman Inocêncio Impissa described online gambling as a separate, independent sector with its own requirements, distinct from land-based casino concessions.
The timing reflects a shift in where people play. Casinos paid 359.5 million meticais in gaming tax in 2025, only 54% of the 666.1 million forecast, and the Ministry of Finance put the gap down to the growth of online gambling. Concession terms, technical standards and the tax rate for online operators had not been published by September 2026, so how many international operators will apply, and on what terms, is still open.
Casino Payment Methods in Mozambique: M-Pesa, e-Mola and mKesh
Mobile money is the natural way to pay for many Mozambicans, with M-Pesa, e-Mola and mKesh run by the three mobile networks. Local betting sites are built around these wallets, but an international casino chooses its own methods, and many keep balances in dollars or euros. Before you sign up, it helps to compare the deposit and withdrawal options at each casino, from mobile wallets to cards and crypto.
Playing at an International Casino From Mozambique
With no Mozambican online casino licence yet, the regulator on each card is the one that sets that casino’s rules on fair play and payouts and takes complaints. What a foreign licence protects for a player in Mozambique varies from one authority to the next, and every casino we list is grouped under its regulator in our breakdown of casinos by licence.
Responsible Gambling in Mozambique
Mozambique’s casino law allows players to exclude themselves, for up to five years, and the IGJ keeps a register of excluded players for the casinos it supervises. When the cabinet approved the online rules, Economy Minister Basílio Muhate urged operators to promote responsible gambling and said young people had been affected. At an international casino, the protection comes from your own account settings, such as a deposit cap, a cooling-off break or a full self-exclusion, and national self-exclusion registers in other countries give a picture of how far a single register can reach.
How to Find the Best Online Casino in Mozambique for You
The best online casino in Mozambique for you is one that pays back to a wallet you use, keeps a currency you are happy with and has bonus terms you can meet. Read the regulator on the card, then the payment options, and then compare the wagering across the welcome offers available in Mozambique. Once the online rules take effect, the local options may change too.
