Is Online Gambling Legal in Mauritius?
Not at casinos run from abroad. The Gambling Regulatory Authority Act 2007 governs every form of gambling in Mauritius, and it provides for an interactive gambling licence, but that part of the Act has never been brought into operation, so no Mauritian online casino licence exists. In 2023, the Finance (Miscellaneous Provisions) Act added section 91A to the Act, which states that no person physically present in Mauritius shall take part in any interactive gambling outside Mauritius. It also made it an offence for an operator abroad to let people in Mauritius play.
The rule turns on where you are, not on your nationality: it applies to anyone physically in Mauritius, residents and visitors alike. Casinos licensed abroad still accept players from Mauritius, and every casino on this page is licensed in another jurisdiction, but that does not change the position under Mauritian law.
What Mauritius Does License
The Gambling Regulatory Authority licenses casinos and gaming houses, bookmakers and the totalisator for horse racing, and lotteries, and licensed bookmakers can take remote bets on local races, including by SMS. Since 2025, casino and gaming house operators have been able to obtain a licence for digital games, which brings some electronic play under the Authority’s supervision.
Mauritius Gambling Reforms in the 2026 Budget
The 2026/27 budget, presented on 19 June 2026, proposed a wide set of changes to the Gambling Regulatory Authority Act:
- Live monitoring: betting operators’ servers and terminals connected to the Authority’s server, and casino and gaming house servers connected to the Mauritius Revenue Authority’s Central Electronic Monitoring System.
- Digital games: a statutory definition, limited payout machine operators added as an eligible category, and certification of every platform by an accredited independent laboratory before launch.
- Hotel casinos: the separate hotel casino licence repealed.
- Penalties and structure: higher maximum fines for licensees in breach, and a new Responsible Gambling and Communications Division inside the Authority.
Horse racing betting tax would also be worked out on stakes less winnings paid, rather than on gross stakes. None of the proposals opens the market to casinos licensed abroad.
What an Offshore Licence Means From Mauritius
Each casino on this page is supervised by the authority named on its card, and no Mauritian body will take up a complaint about it. What a foreign licence does and does not cover depends on which regulator issued it, and every regulator behind the casinos we list is grouped on our casinos by licence page.
Responsible Gambling in Mauritius
Fostering responsible gambling to minimise harm is one of the objects the 2007 Act gives the Gambling Regulatory Authority, and the Act also created a Responsible Gambling and Capacity Building Fund. At a casino licensed abroad, the protections that work are the ones on your own account: deposit limits, cooling-off periods and self-exclusion, all best set before you play. Many countries go further with one register that covers every licensed operator, and how a national self-exclusion register works is a useful comparison. If gambling is costing you more than money, talking to a doctor or a counselling service is a good first step.
What Mauritian Players Should Weigh Up
For anyone in Mauritius, the starting point is the law in the legal section above, and after that the practical points: the regulator on the card, the currency the casino uses and how quickly it pays out. The rules changed in 2023 and are being reworked again, and our overview of online casinos by country shows how differently other African countries treat online play.
