Is Online Gambling Legal in Angola?
Angola licenses online casinos and sports betting, and has done since a presidential decree in 2020. The Gaming Activity Law, Lei n.º 17/24, in force since 28 October 2024, replaced the earlier law of 2016, and the ISJ, a public institute under the Ministry of Finance, licenses and supervises operators.
An Angolan online licence goes only to an Angolan company with a registered office in the country, awarded by public tender, and the ISJ register showed four online licences in September 2026. The law’s penalties are aimed at operators that run gambling in Angola without that licence, not at players. Internet providers must block an operator the ISJ names as unlicensed within 48 hours of its notice, so a site that works today can become unreachable from Angola.
Playing at an International Casino From Angola
The casinos on this page are licensed by regulators abroad, and that regulator is the one that sets the casino’s rules on fairness, payouts and complaints. Licences differ a lot in what they demand, and what a foreign licence covers for a player in Angola depends on which authority issued it. Every regulator behind the casinos we list, and the casinos each one licenses, is on our page of casinos by licence.
For an Angolan player, the points that make the most difference day to day are the balance currency, the payment methods on offer and how quickly withdrawals are paid. A casino that pays out promptly also means less money sitting in an account if access changes.
How Prizes Are Taxed in Angola
The 2024 law sets the tax on prizes at Angolan licensed operators, and the operator withholds it before paying you:
- Online games: 15% on prizes, with prizes up to four national minimum wages exempt and only the excess taxed.
- Land based casino games: 10% on prizes.
Operators also pay a special gaming tax of their own, 20% of gross revenue for online gaming, filed monthly. Angola exempts smaller prizes entirely, which is more generous than many countries, and which countries tax gambling winnings at all shows how differently a win is treated elsewhere.
Casino Payment Methods for Angolan Players
The law requires games at ISJ licensed operators to be played in legal tender, and players there fund their accounts by bank transfer from an Angolan bank, in kwanzas. International casinos set their own options and often hold balances in dollars or euros, so the exchange rate matters on every deposit and withdrawal. Which casinos take cards, e-wallets or crypto is on our casino payment methods page.
Responsible Gambling for Angolan Players
Angola has a national self-exclusion register. Under an ISJ circular of May 2025, a self-exclusion lasts at least three months, and ISJ licensed operators are notified within 24 hours and must block the account. The register covers local operators, so at an international casino the deposit limits, time outs and self-exclusion on your own account are the tools that apply. Not every country runs a register like Angola’s, and how national self-exclusion registers compare shows where it fits.
Choosing the Best Online Casino in Angola
Start with the licence on the card, because it tells you which regulator stands behind the casino. Then look at the practical side: a balance currency that suits you, a payment method you already use and a record of paying on time. The bonus terms come last, and our page of welcome bonuses for Angola lists the wagering beside each offer so you can compare like with like.
