Do You Pay Tax on Casino Winnings?

The usual answer to this question is a list of countries where gambling winnings are tax free. That list is accurate as far as it goes, and it misses the thing most likely to cost you money, because in the Nordic markets the exemption is not written about you at all. It is written about the casino.

The short answer: In most of Europe the operator is taxed and the player is not. But that exemption is usually written to cover gambling aimed at, or organised inside, the EU and EEA. A win from a casino outside that boundary can be taxable income even though the identical win from one inside it is not.

This page is general information and not tax advice. Rules change, personal circumstances differ, and your own tax authority is the only place to confirm any of it.

Sweden: the Test Is Where the Casino Was Aimed

This is the point most likely to surprise a Swedish reader, because the short version everyone repeats is simply that gambling winnings are tax free in Sweden.

Skatteverket lists a win as tax free when the game requires a Swedish licence and the operator holds one, when the game does not require a Swedish licence and targets the Swedish market, or when it does not require a Swedish licence and targets a gambling market in an EEA country. Wins of 100 kronor or less are tax free regardless.

Then it lists when you must declare and pay. The first entry is the one to read twice: a game that targets the Swedish market and requires a Swedish licence, where the operator does not hold one. Also taxable are online gambling that does not specifically target an EEA market, and gambling physically provided outside the EEA, for which Skatteverket’s own example is a casino in the United States.

post Do You Pay Tax on Casino Winnings?

What that means in practice: An operator that markets itself to Swedish players without holding a Swedish licence does not just cost you the local protections. It makes your winnings taxable income. That is exactly the “casino utan svensk licens” category, and the tax consequence is almost never mentioned alongside it.

Finland Reaches the Same Place by a Different Route

Finland’s tax administration is unusually plain about it. Winnings from gambling organised in Finland, or in another EU or EEA state under that state’s own legislation, are exempt from income tax under section 85 of the Income Tax Act. Winnings from gambling organised outside that area are taxable as earned income under sections 29 and 61, at ordinary progressive rates. Only costs directly linked to the winnings are deductible, and losses are not deductible at all.

The difference between the two countries is the test rather than the outcome. Finland asks where the gambling was organised and under whose law. Sweden asks which market it was aimed at. A player can fall the wrong side of either without ever leaving their sofa, and the variable in both cases is the operator rather than the player, which is one more reason to check which regulator stands behind a casino before depositing rather than after winning.

Where Each Market Stands

Every row answers the same two questions, because a table that says “no” for one country and “it depends” for its neighbour is not comparing like with like. Where a market has no condition attached, the cell says so.

Market Tax free when Taxable when
Sweden The operator holds a Swedish licence, or the game targets the Swedish or another EEA market. Wins of 100 kronor or less are free regardless The game targets Sweden and needs a Swedish licence the operator does not hold, the game does not target an EEA market, or the gambling is physically outside the EEA
Finland The gambling is organised in Finland or another EU or EEA state under that state’s own law The gambling is organised outside that area. Taxed as earned income at progressive rates, with losses not deductible
United Kingdom Always, for the player Never for the player. Operators pay remote gaming duty instead
Ireland Always, for the player Never for the player. Duty falls on bookmakers
Netherlands Not at all Always, through kansspelbelasting: 30.5%, rising to 34.2% in 2025 and 37.8% in 2026
Canada You play recreationally You gamble with enough organisation, system and profit intent to amount to a business
India Not at all Always. 30% withheld on net online gaming winnings since 1 April 2023, no exemption threshold, plus 28% GST on the deposit
Brazil Annual net winnings stay at or below BRL 28,467.20 Above that, 15% on the excess, self assessed by you rather than withheld
Spain Annual winnings stay below EUR 1,000 Above that, declared as a capital gain, with losses deductible against gains

Norway and Denmark are missing from that table on purpose. Both very probably follow the same EEA pattern as their neighbours, and neither could be confirmed against its own tax authority, so neither is filled in by analogy. Guessing on this particular subject is how a reader ends up with an unexpected assessment.

The Two Models

Almost every market picks one of two approaches, and knowing which yours uses tells you what to expect.

Tax the operator. The state takes its share from gross gaming revenue before anything reaches you, and your winnings arrive clean. The UK and Ireland work this way unconditionally. Sweden works this way too, at 22% of gross gaming revenue, but only for gambling that falls inside its boundary, which is the qualification the English language summaries drop.

Tax the player. The state taxes the win itself, either withheld at source or declared by you. India withholds at 30% on net winnings with no threshold at all. Brazil makes it your job: you self assess and pay through the annual return, with the operator issuing you a statement.

The detail that bites in the player taxed markets: Deductibility. Finland allows directly linked costs but not losses. Brazil allows losses to be offset only against gains in the same category in the same year. Nowhere reviewed here lets you simply net a year of gambling down to zero, so a good month and a bad month do not necessarily cancel out.

India Is Its Own Category

Worth separating because the numbers are unlike anywhere else. Since 1 April 2023 a flat 30% has been withheld on net winnings from online games, deducted either when you withdraw or at the end of the financial year if you do not. There is no basic exemption threshold and the usual personal deductions do not apply. On top of that sits 28% GST charged on the full value of deposits rather than on the operator’s revenue.

Note also that the wider legal position changed in 2026, which the licensing position market by market sets out in full.

What This Means for Choosing a Casino

In a market that taxes the operator, the licence changes nothing about your tax. In a market that exempts EEA gambling specifically, the licence changes everything, and it is worth putting alongside the practical protections you also lose offshore: self-exclusion that actually binds the operator, and a complaints route that leads somewhere. Casinos grouped by their regulator is the fastest way to see which side of that line an operator sits on.

What to Do Before You Have a Win Worth Taxing

Find out which of the two models your country uses before you have a win worth taxing, because in some markets the answer changes which casino you should be playing at rather than only what you file in April. Keep records either way: dates, amounts, the operator’s name and its licence. In the markets that exempt EEA gambling specifically, that last field is the one the exemption turns on, which makes the licensed casinos available in your country a tax decision as much as a shortlist. Confirm anything here with your own tax authority.

Frequently Asked Questions

It depends entirely on the market. Most of Europe taxes the operator rather than the player, so winnings arrive clean. The Netherlands, India, Brazil and Spain tax the player. Finland exempts winnings from EU and EEA licensed gambling but taxes winnings from outside that area as earned income.

Usually not, but it is not unconditional and the short answer people repeat leaves the condition out. Skatteverket treats a win as tax free when the operator holds a Swedish licence, or when the game targets the Swedish market or another EEA market. A win over 100 kronor is taxable where the game targets Sweden and needs a Swedish licence the operator does not hold, or where the gambling does not target an EEA market at all.

In several countries, yes, and it is the most expensive thing most players never check. Finland taxes winnings from gambling organised outside the EU or EEA as earned income. Sweden taxes a win where the operator targeted Swedish players without holding the Swedish licence the game required. Offshore is not one category for tax purposes, so read your own authority’s exact wording rather than a summary of it.

Not for recreational players. The Canada Revenue Agency treats them as a non taxable windfall. Gambling conducted with enough organisation, system and profit intent to amount to a business becomes taxable income, which is a fact specific test rather than a fixed threshold.

A flat 30% on net winnings under section 194BA, in force since 1 April 2023, deducted at withdrawal or at the end of the financial year if not withdrawn. There is no basic exemption threshold and the usual personal deductions do not apply. Separately, 28% GST applies to the full deposit value.

Yes, through kansspelbelasting, and the rate has been rising: 30.5%, then 34.2% from 2025 and 37.8% from 2026. Whether it is withheld by the operator or declared by you for online play was not something published sources resolved clearly, so confirm with the tax authority which applies to your account.

That is exactly the case Skatteverket lists as taxable: a game that targets the Swedish market and requires a Swedish licence, where the operator does not hold one. The threshold is 100 kronor. It is the single most overlooked cost of playing at an operator aimed at Swedes from outside the Swedish system, and it sits on top of losing the local protections.

Rarely in full, and never as freely as people assume. Finland allows costs directly linked to the winnings but not losses. Brazil allows losses to be offset only against gains in the same betting category in the same year. Assume losses are not deductible unless your tax authority says otherwise.

Often not in markets where the operator is taxed, but declaration rules and tax rules are separate questions. Where winnings are taxable at all, keep dates, amounts and the operator’s name and licence, because reconstructing a year of play afterwards is far harder than saving the records as you go.

Sometimes. India withholds at source, so the tax authority sees it directly. Brazil requires operators to issue players an annual statement. In markets where the operator is taxed on revenue instead, there is usually no per player report because there is nothing to report.
