Two things are true about this step at once, and reading only the first one is how people take it by mistake.
At 30% the deposit and the bonus together are 1.3 times your deposit, so the requirement is thirty nine times your deposit. That is the lowest figure of the four steps, below the 60x on the first, the 45x on the third and the 51x on the fourth.

So the low multiple is an illusion created by a small match. A wagering requirement only means something next to the money it unlocks, and on that measure this is less than half as good as any other step in the pack.
